Background information - AFO

Africa Regional Office

Based in Johannesburg, South Africa, the Africa Regional Office supports UNOPS country offices in the region, providing financial oversight of projects, procuring goods and services and managing human resources.
AFO helps ensure that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between projects across the entire region.

Background Information - Job-specific

Since April 2010 the Programme has concluded 4 calls for Proposals (CFP) and received 754 applications for funding. Out of the 754 applications less than 12% (80) were approved and 10 projects have been completed as of July 2012 with 40 under implementation, 31 under contract negotiations and 1 cancelled. The 5th call of proposal had its deadline on the 18 October 2012 foresees funding over Euro 8 Million with a maximum funding level of Euro 300,000 per proposal.

A midterm review of the EEP has been carried out in January 2012. The programme has been deemed successful in capitalising on the increased interest in the private sector delivery of modern energy service. However, Phase I of the EEP witnessed a lot of applications but with a relatively low disbursement level. DBSA approached UNOPS in October 2012 to request immediate support in the facilitation and implementation of the EEP. The objectives are three-folded:

? Objective 1: Strengthen the Grant Management process for the project proposal of the 5th call of applications
? Objective 2: Strengthen the implementation of project grants under execution
? Objective 3: Strengthen the management capacity of the Regional Coordination Unit

In view of the above, we are building a team of sectoral specialists who are strategic thinkers, with deep market knowledge and technical expertise in climate-relevant sectors, and whose experience demonstrates impact and a record of delivering results. The successful candidates will provide strategic guidance, support innovation of new business models for climate change, support investment appraisals, and develop the knowledge management tools to catalyze scale-up of small business owners? objectives.
Functional Responsibilities

Under the direct supervision of the Regional Director the Business Development Advisor will be required to perform the specific duties and responsibilities.

Formulation and implementation of an Integrated Small Businesses Development Strategy to promote project services to key beneficiariesScanning of business development opportunities for business development intelligence (facilitate assessments of client needs, UNOPS comparative advantages, partner survey analysis, etc.)
Leading business development with Small business owner on climate change (with focus on renewable energies) tailoring the strategy to the sub region countries namely (Botswana, Kenya, Namibia, Mozambique, Seychelles, South Africa, Swaziland, Tanzania and Zambia)

Helping to develop strategic views of the Climate change sectors in accordance with the countries strategy in both adaptation and mitigation. Particular attention to be put on developing strategy of investment related to carbon sequestration and effective Climate Change oriented land use.

Develop together with the relevant UNOPS/DBSA departments and functions effective programs to mobilize and effectively use donor funding to support project development especially in the frontier operations of Climate Change

Active marketing and promotion of UNOPS/DBSA services by building a network of key business partners and clients, keeping abreast of market (and social, economic, political) trends in the area. Application of innovation to business development.

Generation of content (information/images) for promotional activities
Coordination of contacts with potential clients and partners, and organization of targeted high-level meetings and negotiations.

Establishment of subsequent plan of action and follow-up for potential business acquisition and partnership development opportunities.
Key business acquisition reports on a regular basis.
Development of UNOPS capacity statements for the various services provided by UNOPS.

Programme development and business acquisition

Active participation in the identification, design, formulation and negotiation of new projects and programs;
Drafting of concept notes and project document briefs for further discussion with clients and donors
Identification of potential clients and business partners to pursue new business opportunities and ensure portfolio growth by promoting quality service to maintain a competitive edge.
Preparation of Letter for Expression Interest for potential business when considered consistent with UNOPS mandate, goals and development strategy
Coordination and lead in the preparation of business and project proposals for tenders or donor?s requests.
Negotiation for the most cost-effective and mutually beneficial terms for UNOPS services with prospective clients and partners.
Ensures expansion of our client base and building of new strategic partnership with clients and stakeholders, focusing on achievement of the following results:

Establishment and management of effective relationships with a network of key clients and partners.
Close Interaction with operations staff to share information and knowledge; and to provide proactive support and follow-up in building and maintaining effective client relations.
Creation and consolidation of partnerships with new funding sources
Linkage of potential partners with regional and country office teams
Consolidation of newly-established partnerships

Provides implementation support to new projects/business, focusing on achievement of the following results:

Drafting of agreements and/or contractual documents for the implementation of new projects, addressing questions and issues raised by colleagues and ensuring their expeditious approval;
Review and comments on technical and progress reports prepared by projects and provision of advice as needed to improve content and quality;
Management of a roster of qualified national consultants;

Provides support to the Regional Director, focusing on achievement of the following results:

Elaboration of business development strategies for the Cluster.
Focal point for contacts with the donor community and primary role in the development of the business priorities, choice and implementation of the necessary connections with development partners in the different countries,Collaboration with the Director in the elaboration of the annual action plan of the

Education

Advanced university degree (Master?s degree or equivalent) preferably in business/commerce, economics, management, international affairs, political science, development studies or related area.

A first-level university degree combined with 2 years of relevant experience related to the nature of the position may be accepted in lieu of an advanced university degree.
Experience

At least 5 years of progressively responsible experience in an international business environment which includes leading roles in managing projects.

Extensive experience in the area of client relationships, business development and marketing, in working with a network of development clients and agencies at the senior level.
Languages

Fluency in written and oral English required. Knowledge of second UN working language desirable.
